The register of the National Agency for the Prevention of Corruption (NAPC) does not contain declarations for 2023 of 10 current MPs. Four of them did not submit the documents, and the declarations of 6 more were withdrawn. This is reported by the CHESNO movement, Kommersant Ukrainian reports ![]()
The declaration campaign for the 2023 reporting period ended on 31 March this year: according to the NACP, more than 664,000 public servants have submitted their declarations during this time.
Which MPs did not submit their declarations to the NACP
The three MPs who failed to file their declarations for 2023 are Nestor Shufrych and Oleksandr Ponomaryov of the banned OPFL, as well as Oleksandr Dubinskyi, a former MP of the Servant of the People party who is now a non-factional member.
It should be noted that Dubinskyi is still the deputy chairman of the Parliamentary Committee on Finance, Taxation and Customs Policy.
The fourth MP who did not file a declaration is Serhiy Rudyk, a majoritarian from Cherkasy region. The media reported that he has been at the front since 2022.

The declarations of six other MPs for the entire term of the Verkhovna Rada are not in the NACP register. They are Lyudmyla Buymister (Servant of the People), Lada Bulakh (Servant of the People), Valentyna Korolenko-Usova (Servant of the People), Sofia Fedyna (European Solidarity), Yevhen Shevchenko (ex-Servant of the People, Restoring Ukraine group), and Sviatoslav Yurash (Servant of the People).
The agency explained that if the register does not contain declarations of a certain person, it means that the NACP has received a request to remove them from public access.
The NACP also stressed that based on the submissions, not only declarations are removed from public access, but also notifications of significant changes in property status submitted for all periods.
The General Staff of the Armed Forces of Ukraine initiates the removal of declarations submitted by declarants who are currently mobilised to the Armed Forces. Such changes to the declaration rules were introduced in October last year simultaneously with the decision to open the register.
