The Orion Scientific Institute in the capital went under the hammer for almost 400 million: what is known about the deal

The Orion Research Institute in Kyiv was privatized for UAH 381 million following an auction on the Prozorro.Sale system. The starting price of the property was UAH 42.5 million, so the final bid increased almost ninefold.
The results of the auction were reported by Prozorro.Sales, according to "Komersant Ukrainian".
How the privatization of the Orion Research Institute in Kyiv went
The auction was held according to the English model, with an increasing price. Eleven participants competed for the lot. The auction was organized by the State Property Fund of Ukraine.
The facility included:
- production and administrative buildings;
- workshops, garages;
- company equipment.
The land plots on which the property is located are not subject to privatization.
Conditions for the new owner of the Orion Institute in Kyiv
The sale entails social obligations. For six months after the purchase, the new owner does not have the right to dismiss employees. He is also obliged to pay off the enterprise’s debts.
As of the end of September 2025, the debts amounted to:
- approximately UAH 55.8 million in wages and budget arrears;
- almost UAH 29.2 million — accounts payable.
The winner has 20 working days to pay the full price of the lot. The purchase and sale agreement will be signed only after the funds are received by the state budget. In addition to UAH 381 million, VAT will be charged.

The auction was won by Rushiy LLC. According to OpenDataBot, its owner is Volodymyr Tsybulsky.
The company specializes in research and development in the natural and technical fields, as well as leasing and operating its own or leased real estate.

The Orion Institute specializes in research and experimental development in the natural and technical sciences. The enterprise has been in a difficult financial situation for a long time and has accumulated significant debts.
Since the beginning of 2026, the budget has already received almost UAH 10.6 million excluding VAT through online auctions for the privatization of state property. Another 26 objects worth more than UAH 563 million are in the process of being sold.
The sale of Orion means additional revenue for the budget and a chance to resume the company’s operations. For the state, it is a signal that large properties can be sold with competition and a significant increase in price, which is important for filling the budget in wartime.
