Car insurance will be free for veterans and people with war-related disabilities – Rada adopts law

The Verkhovna Rada has passed Bill No. 12295-d, which provides for free car insurance for veterans and people with disabilities caused by war. This was announced by MP Oleksiy Honcharenko, "Komersant Ukrainian" reports

The document was voted for by 285 MPs.

What do the amendments to the law provide for?

Draft law No. 12295-d introduces 100% compensation for the cost of car insurance for war veterans and persons with disabilities as a result of war.

The amendments to the Law of Ukraine “On Compulsory Insurance of Civil Liability of Owners of Land Vehicles” provide for

  • temporary exemption from the obligation to have a motor third party liability insurance policy (MTPL policy) until June 30, 2025
  • reimbursement of the costs of purchasing a motor third party liability insurance policy.

Key provisions of the Law

Here are the key provisions:

  • Free MTPL policy: The insurance policy will cost UAH 0 for these categories of citizens. Half of the cost will be covered by the Motor (Transport) Insurance Bureau of Ukraine (MTIBU), as it is now, and the other half will be covered by the state budget.
  • The transition period will last until June 30, 2025: During this period, war veterans and persons with war-related disabilities may not conclude an MTPL insurance contract. In the event of an accident, the damage will still be compensated at the expense of the MTIBU insurance reserve fund.
  • Mandatory insurance after June 30, 2025: From this date, the conclusion of an MTPL insurance contract will become mandatory, but the state will provide full compensation for the cost of the policy.
  • Limitation of compensation: If a person violates the terms and conditions (e.g., does not drive the car independently, provides false information, or causes an accident while intoxicated), he or she will lose the right to compensation for a year.

Conditions for receiving compensation:

  • The car must be owned by a veteran or a person with a disability caused by war.
  • The vehicle must not be used for commercial purposes (e.g., taxi or cargo transportation).
  • Compensation is provided only for one car per person.
