Subsidies for farmers 2025: who is eligible and how to apply

On September 10, 2025, the State Agrarian Register (SAR) will start accepting applications for budget subsidies for agricultural producers operating in the areas of possible and active hostilities. Applications will be accepted until September 25 inclusive. This was reported by "Komersant Ukrainian" with reference to the Ministry of Economy.
Applications will be accepted for a budget subsidy per hectare of cultivated land sown with crops for this year’s harvest and/or perennial plantings.
Assistance is provided to agricultural producers operating in the territories of possible hostilities, active hostilities and active hostilities where state electronic information resources are available.
Who can apply
Legal entities and individual entrepreneurs can apply if they meet the following criteria
- as of the date of application, they carry out economic activities in the territories of possible hostilities; active hostilities, or territories of active hostilities where state electronic information resources operate, included in the list of territories where hostilities are (were) conducted or temporarily occupied by the Russian Federation, approved by the order of the Ministry of Development, and for which the date of completion of hostilities (termination of the possibility of hostilities) has not been determined
- have no debts to the budget;
- are not in bankruptcy or liquidation proceedings;
- have not been prosecuted, have no criminal record or are wanted;
- not included in the sanctions lists;
- are not included in the Unified State Register of Persons who have committed corruption or corruption-related offenses;
- do not carry out economic activities in the temporarily occupied territories, as well as in the territory of the Russian Federation and the Republic of Belarus.
