The High Anti-Corruption Court of Ukraine has ordered the National Anti-Corruption Bureau to enter information into the Unified Register of Pre-trial Investigations regarding alleged crimes of former Minister of Culture and Information Policy Oleksandr Tkachenko and his first deputy Rostyslav Karandeyev.
This is reported by Glavkom with reference to data from the court register, "Komersant Ukrainian" reports.
A lawyer of the Holy Dormition Kyiv-Pechersk Lavra (UOC-MP), headed by Metropolitan Pavlo (Lebid), filed a complaint with the court. He stated that on June 9, he had filed a crime report with the NABU alleging the possible misuse of budget funds by officials of the Ministry of Culture and the Kyiv-Pechersk Lavra National Reserve.
According to the complainants, the alleged misuse of UAH 1.9 million and wasteful spending of another UAH 29.5 million of budget funds.
“Officials of the ministry, together with the management of the reserve, acting with a single criminal intent, organized a scheme that led to significant damage to the state budget. This may contain signs of crimes under Part 5 of Article 191 and Part 2 of Article 210 of the Criminal Code,” the Lavra said in a statement.
The NABU refused to open criminal proceedings, seeing no signs of a crime under its jurisdiction in the appeal.
However, the court pointed out that the articles mentioned in the statement should be investigated by NABU. The court also reminded that the investigator is obliged to enter the information into the register and start an investigation within 24 hours after receiving the application.
