Svishchov and Fiala expand business: new permit for mineral water extraction in Lviv region

The State Service of Geology and Subsoil of Ukraine has approved the alienation of two special permits for groundwater extraction in Lviv and Kharkiv regions. In the Lviv region, the special permit was granted to Nadra-T, a company owned by Oleksandr Svishchov and Tomas Fiala.
This was reported by Nadra.info, "Komersant Ukrainian" reports.
Nadra-T LLC is applying for special permits for the extraction of underground mineral waters in the fields used by one of the producers of Truskavetska, Firm T.S.B. LLC.
In August 2025, Firm T.S.B. alienated in favor of Nadra-T LLC a permit for the extraction of natural table mineral groundwater from the Bystrovsky deposit (well No. 9807/26) in the Lviv region. This is Nadra-T’s third special permit for groundwater extraction.
On April 7, 2025, the founder of the Czech investment company Dragon Capital, Tomas Fiala, and the former co-owner of the Vynnyky Tobacco Factory, Oleksandr Svishchov, registered Nadra-T LLC in Truskavets. It is owned by Fiala and Svishchov’s Truskavetska LLC (the businessmen own equal shares). The director of Nadra-T LLC is Volodymyr Darmokhid.
It should be added that in September 2023, the Antimonopoly Committee of Ukraine allowed Truskavetska LLC to acquire the assets of Firm T.S.B. LLC (through Aqua Eco LLC) within two years. After that, Oleksandr Svishchov’s Water of Polyana LLC received the AMCU’s permission to control the mineral water producer Alex. The company has four special permits (two special permits for the Polyana field, a special permit for the Veche field, and a special permit for the Severo-Svalyavska field). In February 2025, Oleksandr Svishchov acquired a 60% stake in Alex in the company. From June 2024 to February 2025, Mykola Kmit, the former head of the Lviv Regional State Administration (2008-2010), was a member of the company.
It should be recalled that Tomas Fiala first invested in mineral water production in 2021 by purchasing Aqua-Eco LLC, Aquarius LLC, and Anna-G Private Enterprise from IDS Borjomi International. The companies had five special permits for mineral water extraction (Yaruzhno-Pomiretske, Yaruzhno-Pomiretske 1, Pomirky, Severo-Pomiretske, and Mrazhnytske deposits). In 2022, Aqua-Eco LLC acquired two more special permits for groundwater near Truskavets (subsoil area in the Miske tract, Yanchurkivska area of the Yanchurkivske field).
