Technical glitch at “Reserve”: when service will resume and what to use instead of the app

On April 1, a major technical glitch was detected in the “Reserve” mobile app, causing the service to become temporarily unavailable to users. This was reported by the Ministry of Defense of Ukraine, according to "Komersant Ukrainian"
The ministry stated that it expects the app to be fully operational again within 24 hours.
What happened to “Reserve”
Users began complaining en masse in the morning about problems with authorization and the app’s operation. According to reports, many encountered a situation where the system required a critical update, but after the update, it would not proceed further and repeatedly asked to update the app again. It was after this that the Ministry of Defense officially confirmed the technical glitch.
The Ministry of Defense has not yet provided an official detailed explanation for the failure. It is known only that the technical team is working to stabilize the service, and the app itself is temporarily unavailable.
What users should do during the outage
The Ministry of Defense advised users to temporarily use an alternative method of obtaining the document—through the “Diya” portal. There, a service is available to generate an electronic military registration document using data from the Register of Conscripts, Military Service Obligors, and Reservists.
The “Diya” portal states that the military registration document can be obtained online, and the completed file is sent to the user’s email and is also available in their personal account. The service notes that the document is generated provided that up-to-date data is available in the registry.

Does the document from “Diya” have legal force?
Yes. The “Diya” portal explicitly states that the electronic military registration document has the same legal validity as a paper document or data in the “Reserve” app. This is important for those who need the document urgently—for example, for employment, enrollment, checkpoint checks, or other official procedures.
At the same time, the portal’s FAQ also notes that the document’s validity is verified via a QR code, specifically through “Reserve.” Due to the current outage, this may be inconvenient, but the document itself remains available on the portal as an official alternative.
When might “Reserve” become operational?
The Ministry of Defense’s official baseline forecast is within 24 hours.
However, updates regarding Android have already shown that the restoration is occurring gradually, rather than all at once for everyone. Therefore, some users may gain access sooner, while others may gain access later.
What this means for users
The main practical implication of this outage is that, temporarily, some citizens cannot quickly access their electronic account in “Reserve.” However, there is no complete lack of alternatives: the military registration document can be generated through the “Diya” portal if the data in the registry is up to date. This allows users to avoid being completely locked out of the document during technical issues with the app.
