16 July 2024 12:01
16 July was the last day to update military registration data. All men and women liable for military service aged 18 to 60 had to do it. Komersant ukrainskyi
Failure to update data can result in an administrative fine. The amounts range from 17 to 25 thousand h ryvnias. Therefore, the Ministry of Defence urged not to ignore the requirements of the law and update the data in any convenient way.
Is it possible to update the data after 16 July without a fine?
The Verkhovna Rada has assured that those liable for military service in Ukraine will be able to update their personal data without penalty even after 16 July. This was stated by Oleksandr Fediyenko, a member of the Servant of the People faction.
“People who were unable to come and update their data in the Civil Service Commission before 16 July will be able to do so in the future. In this case, the Administrative Code stipulates that these people will not be fined, as they have eliminated such an offence on their own.”
Oleksandr Fediyenko
In addition, persons who have not updated their data may be sent a summons to the last address that was in the register. If the citizen does not live at this address, the summons will still be considered served. Moreover, it will be considered served even if the person does not pick up the summons from the post office.
As for the collection of the fine itself, it is not yet known how quickly the system will identify such people and bring them to justice, says Denis Tsypin, head of Tsypin & Partners Law Firm, in a comment to Kommersant Ukrainian
“The person who has not updated the data must first be identified, a protocol drawn up, and sent. Who should do this on a national scale now? We are talking about a few weeks, months of delay. If a person eventually submits their data, that will be enough. There will be no penalty.”

What happens if you don’t pay the fine
A person has 5 days to voluntarily pay the fine. In case of non-payment, the account may be blocked. If there is the required amount, it will be written off. At the same time, the CCC can make inquiries about the person to the tax office, the Ministry of Internal Affairs register, etc. to collect complete information and a list of the person’s property.
If a person systematically fails to pay fines and the debt grows to about UAH 150,000, their property will be put up for auction.
In addition to fines, a person may be restricted from driving a car . To do this, the head of the TCC must prepare an application that is submitted to the court. Then, without the participation of the person liable for military service, the case is considered within 30 days. You can find out if you have been deprived of your driving privileges in Diia or during a document check on the street.
CAN I KEEP PAYING FINES AND NOT UPDATE MY DATA IN THE TCP?
People often ask on social media whether if you pay fines every time, you might not be mobilised Lawyers and human rights activists assure that this opinion is wrong.
“The term for bringing to administrative responsibility is 3 months. If a person does not continue to update the data, this is a new offence. This is a purely theoretical issue, but the state authorities will find mechanisms to avoid this type of service evasion.”

Will street patrols be stepped up from 17 July?
There are no official reports on the increase in the number of checkpoints and intensification of street patrols from 17 July in the regions of Ukraine. In an exclusive comment to Kommersant Ukrainsky
However, this option is not ruled out in Poltava region. According to Roman Istomin, a spokesperson for the Poltava TCC, the number of military patrols on the streets of settlements may increase. Citizens will continue to be checked for military registration documents. But those liable for military service should always be ready for such checks.
