Trade conflict between the US and the EU: the market may be closed for American goods

The European Commission is currently preparing a detailed response to the recent imposition of tariffs on European steel and aluminum imports by the United States. The EC wants to completely close the EU market to American goods, "Komersant Ukrainian" reports citing The Guardian.
Back on March 12, 2025, EU officials announced a package of retaliatory measures aimed specifically at American products, which will affect goods worth up to 26 billion euros. The Commission characterized these U.S. tariffs as unjustified and protectionist, in direct contradiction to established international trade rules.
The President of the European Commission, Ursula von der Leyen, emphasized that the EU’s response would be carefully balanced and proportionate, rather than a blanket ban on all US imports. She noted that the EU’s approach focuses on specific sectors strategically chosen to put pressure on American policymakers while minimizing the damage to the European economy as a whole.
One of the key strategies is to reinstate previously suspended tariffs. These tariffs were imposed during previous trade disputes, especially during the Trump administration, and then temporarily lifted in order to improve transatlantic relations. Now that tensions are rising again, these tariffs are scheduled to be reinstated in mid-April 2025, affecting a wide range of US goods, from industrial products to certain luxury goods.
In addition, the EU is considering measures aimed at imports of agricultural products from the United States, in particular, products such as soybeans. The Commission notes that U.S. soybeans often use pesticides and agricultural practices that are banned in the EU due to environmental and health concerns. Restricting these imports would thus bring EU trade policy in line with its strict agricultural and environmental standards, which echoes the “reciprocal” trade rhetoric of the United States itself.
Within the EU, however, there is an ongoing debate over how extensive these countermeasures should be. Some member states, especially those with close economic ties to U.S. exporters, have expressed concern about the potential negative economic consequences and have advocated for narrower, more targeted sanctions. Representatives of the cosmetics, food, and luxury industries have been actively lobbying against broad sanctions, warning of supply chain disruption, higher consumer prices, and possible deterioration of long-term business relationships.

Despite internal discussions, the European Commission remains firm in its intention to demonstrate that it will not accept trade actions that are perceived as unfair or harmful to European economic interests. Von der Leyen emphasized the importance of maintaining EU unity in response to external pressure, stressing that proportionate countermeasures are necessary to protect European industry and workers from unilateral US trade barriers.
Thus, although the complete closure of the EU market to American goods is currently being discussed in rather narrow circles, the European Commission’s targeted countermeasures reflect a broader strategy aimed at striking a balance between firmness and caution, hoping for a diplomatic solution to the problem rather than escalating the long-running trade conflict.
