Gulliver shopping center in Kyiv has suspended its work: what is the reason?

The Gulliver shopping center in Kyiv, which has been owned by two state-owned banks, Oschadbank and Ukreximbank, since the end of July, has suspended operations since the evening of October 30 because the previous owners of the center are preventing the operation of the premises.

This was reported by "Komersant Ukrainian" with reference to the press service of Oschadbank.

“We were forced to temporarily suspend the operation of the Gulliver shopping center from 22:00 on October 30, 2025,” the statement said.

on July 26, the state officially registered the ownership of the Gulliver complex with a consortium of Oschadbank (80%) and Ukreximbank (20%). This is a standard procedure for foreclosing on collateral – the previous owner, TRI O LLC, failed to fulfill its loan obligations to the banks.

“Then we formed a management team, renewed contracts with utilities and most tenants. We have already started receiving rent payments. All funds are used to finance the Ukrainian economy, which is especially important during the war,” the bank explained.

The financial institution complained that since the change of ownership, representatives of TRI O LLC have been systematically impeding the transfer of management of the complex, namely


– blocking access to technical facilities and critical infrastructure;
– do not hand over technical documentation and building management systems;
– interfere with the work of our specialists;
– deliberately overload the power system of the complex, which leads to emergency shutdowns and equipment wear and tear.

“All of these actions jeopardize the safety of people, the functioning of the building’s life support systems, the work of businesses that rent the premises, and cause damage to the banks.
The consortium of banks appealed to law enforcement agencies, the military administration and initiated all necessary legal actions to protect the rights of the state and the safety of citizens,” Oschadbank said.

The decision to temporarily close the bank is the only responsible step in the current situation. It will prevent any man-made risks and ensure stable, safe operation of the complex in the near future, the bank emphasized.

The date of Gulliver’s resumption will be announced as soon as the situation stabilizes.

As a reminder, Oschadbank and Ukrgasbank issued loans to TRI O in 2006 secured by the Gulliver shopping center and the land on which the shopping center was built. In 2020, the loan was restructured because the borrower could not repay it.

At the end of July, the mall became the property of the creditor banks.

In early October, it was reported that Oschadbank and Ukreximbank had disagreements over how to manage the mall. Representatives of Ukreximbank proposed to sell the asset as it was not core, while Oschadbank’s position was to continue managing the complex.
