Trump approves 28-point plan for peace between Russia and Ukraine: what is known

U.S. President Donald Trump has agreed on a 28-point framework plan that should form the basis of possible agreements between Ukraine and Russia to end the war. A senior U.S. administration official told NBC News, according to "Komersant Ukrainian"

According to the sources, Trump’s special envoy Steve Witkoff, Vice President J.D. Vance, Secretary of State Marco Rubio, and presidential adviser and son-in-law Jared Kushner have been working on the project for several weeks.

The Russian representative, Kirill Dmitriev, and some Ukrainian officials were involved in the consultations.

What the plan envisages

A U.S. official, who spoke to reporters on condition of anonymity, said the document contains proposals with security guarantees for both sides.

“The plan focuses on providing both sides with security guarantees to ensure a lasting peace. It includes what Ukraine wants and needs to achieve a lasting peace,” the source told NBC News.

The official did not disclose details of the plan, which he said was still at some stage of negotiation with key stakeholders. Axios was the first to report the existence of the plan.

Ukraine did not participate in the development of the plan

According to NBC News’ sources in the Ukrainian government and among European partners, Kyiv was not involved in the creation of the document. Ukrainian representatives received only the general outline of the initiative, without details or the opportunity to submit proposals.

In Ukraine, the coincidence of the plan’s appearance with the corruption scandal in President Volodymyr Zelenskyy’s team is seen as an attempt by Russia to exploit the Ukrainian government’s “window of vulnerability.”

American delegation in Kyiv

The development of the plan coincided with a visit to Kyiv by a delegation of the US Army: Secretary of the Army Dan Driscoll, Chief of Staff of the Army General Randy George, and other high-ranking officials.

They arrived in Ukraine after a massive Russian drone strike that killed at least 25 people.

According to US officials, the delegation is discussing two topics:

  • military assistance to Ukraine and air defense technology;
  • ways to resume peace talks.

One official emphasized that the mission is actually part of the White House’s plan to “restart” the peace process.

Russia’s reaction

U.S. efforts to resume peace talks appear to be gaining momentum, although the Kremlin has shown no signs of changing the terms of the war and downplayed media reports that the United States is working on a 28-point peace plan.

The Kremlin said it knew nothing about the 28-point document.

Kremlin spokesman Dmitry Peskov said at a press briefing that there were “no such plans” for Russia to meet with Driscoll after his talks in Kyiv, indicating that little had changed since the Alaska talks in August.

The position of the United States and its allies

Marco Rubio, in an article on X, noted that a peaceful settlement is only possible as a result of painful but necessary compromises on both sides.

Republican Senator Lindsey Graham, a longtime Trump ally, said he was hearing about the plan for the first time, but emphasized that no negotiations would be successful until Vladimir Putin believes in the US determination to continue supplying weapons to Ukraine.

What are Russia’s conditions?

The Kremlin traditionally insists on:

  • limiting the Ukrainian Armed Forces,
  • a ban on Ukraine’s accession to NATO,
  • withdrawal of foreign troops from the country as a precondition for peace.

Previously, attempts at peace initiatives by the United States and Envoy Vitkoff failed precisely because the proposals were clearly favorable to Russia and could not be accepted by Kyiv or its allies.

New Russian attacks and the situation in Ukraine

While the United States is trying to intensify negotiations, Russia continues its massive attacks. Over the past day, Russia has launched more than 470 drones and 48 missiles, hitting energy and transportation infrastructure.

Ternopil suffered the most damage: the upper floors of a multi-story building were completely destroyed. Three children were among the dead. Emergency power outages had to be introduced in several regions.

Explosions were also heard in Lviv and other cities.

At the same time, Poland sent NATO fighter jets into the sky because of Russian missiles near the border.
