Trump to offer Putin Ukrainian subsoil to end war – The Telegraph

US President Donald Trump plans to offer Russian dictator Vladimir Putin access to rare earth minerals to encourage him to end the war in Ukraine. The Telegraph writes about this, "Komersant Ukrainian" reports

According to the newspaper, Trump’s proposals for Putin will include opening access to Alaska’s natural resources and lifting some US sanctions against the Russian aviation industry.

The proposals include granting Putin access to rare earth minerals in the Ukrainian territories currently occupied by Russia.

It is noted that U.S. Treasury Secretary Scott Bessent is studying economic compromises that the United States can make with Russia to speed up the conclusion of a ceasefire agreement.

Ukraine is estimated to have about 10% of the world’s reserves of lithium, a key element for battery production. The two largest deposits are located in areas temporarily controlled by Russia. The Kremlin has already laid claim to these resources.

Possibility of a “second round” of negotiations

Trump said that during his meeting with Putin on Friday, he would insist on ending the war and, if the talks are successful, he is ready to immediately organize a second meeting with Ukrainian President Volodymyr Zelenskyy.

Zelenskyy, in turn, confirmed that Trump supports the idea of providing Ukraine with security guarantees.

Aviation bonuses for Russia

Another incentive could be the lifting of export bans on spare parts and equipment for Russian aircraft. Due to the sanctions, a significant part of the Russian aircraft fleet is under the threat of being written off, and airlines are forced to disassemble old aircraft for parts.

Regaining access to Boeing and Airbus products could be profitable for both American manufacturers and Russian carriers.

Bering Strait resources

Consideration is also being given to providing Russia with opportunities for production in the Bering Strait area, which is estimated to contain about 13% of the world’s oil reserves and significant gas resources.

The “Israeli scenario” model

According to The Times, the idea is being discussed that Russia would retain military and economic control over the occupied territories, similar to Israeli control over the West Bank.

The White House has already stated that the meeting in Alaska was more of an “exploratory” meeting to understand Putin’s willingness to make peace. European diplomats note that the Kremlin’s strategic goals, including the overthrow of the Zelenskyy government, have not changed.

Despite this, Trump insists:

“Everybody agrees that this war needs to end, and that’s what I’m working on.”

What is known about the meeting between Putin and Trump

The meeting between US President Donald Trump and Russian President Vladimir Putin is scheduled for August 15, 2025, and will take place in the US northwestern state of Alaska.

The exact city of the summit has not yet been officially confirmed, but it is likely to be the state’s largest city, Anchorage, or the capital, Juneau. At the same time, the NYT writes that the US Secret Service has booked a six-room house in Anchorage, where Trump and Putin are likely to meet.

Diplomatic consultations between Ukraine and the United States on the eve of the summit are virtually around the clock. Republican Senator Lindsey Graham said that Ukraine and Russia would have to exchange some territories after Kyiv receives security guarantees.

Later, it became known that European leaders and Ukrainian President Volodymyr Zelenskyy would hold a phone conversation with Trump before his meeting with Russian dictator Putin.

This meeting will be Putin’s first face-to-face meeting with the US president since 2021, when he met with Joe Biden in Geneva, Switzerland.

Donald Trump, as the leader of the White House, and Vladimir Putin last held personal talks in 2018 in Helsinki, Finland, and in 2019 they met at the G20 summit in Japan, but in the format of delegations.

Already in his second term, since the beginning of 2025, Trump has spoken to Putin at least three times by phone.
