“It’s a deal!” – Kucherenko on heat tariffs in Kyiv

Due to serious problems in the utility sector, Ukrainians are overpaying for heat and hot water. Most of them are from Kyiv: 27%, while in Cherkasy it is only 10%, in Zhytomyr and Vinnytsia – 11%. This was stated in an interview on the YouTube channel "Komersant Ukrainian" by MP and former Minister of Housing and Communal Services Oleksiy Kucherenko.
According to the MP, according to the documents of Kyivteploenergo, 27% of losses occur in the capital on the way from the producer to the consumer. That is, 27% is written off. And consumers – all Kyiv residents – pay for this, and the budget also receives this percentage.
At the same time, losses in Cherkasy amount to only 10%, in Zhytomyr and Vinnytsia – 11%.
“This is what it is – a fraud, it is obvious. It was caused by the ridiculous decisions of the Groysman government when they eliminated state control over district heating companies. But it was the current leaders – Tarasiuk, Babiy, Gerus and others – who finally finished off this control,” said Oleksiy Kucherenko.
The MP emphasized that all this could have been avoided. Back in 2019, this problem could have been solved at the legislative level.
“My first draft law proposed to limit the losses of heat and hot water that could be included in the tariff and billed. If the city wants such losses, let it take over the financing: its budget, its salaries,” the MP said.
However, this draft law was never considered.
