The Bolshevik workshop will be demolished at a discount to continue the scandalous construction of the Shuliavska interchange

A workshop at the Bolshevik plant in Kyiv will be demolished for a much lower cost than expected, reports "Komersant Ukrainian" citing data from the prozorro system.

Thus, the auction for the dismantling of the fifth shop of the former Bolshevik plant in Kyiv has been successfully completed on the prozorro platform. The winner was Energy and Road Construction, which offered to perform the work for UAH 80.5 million. This is significantly lower than the initial expected cost of UAH 126 million.

The city needs the demolition of this workshop to complete the reconstruction of the Shuliavskyi overpass, as the building hinders the construction of the exit from the interchange. The Directorate for the Construction of Road Transport Facilities announced the tender in December 2024.

Interestingly, this is the second attempt to dismantle the shop – the previous tender was held in 2023 with an estimated value of UAH 93.38 million, but the contract with the winner was terminated. In the current auction, other participants offered prices ranging from UAH 99.7 million to UAH 126 million.

Shuliavska interchange

The Shuliavka traffic interchange is one of Kyiv’s sore spots. Cars have been stuck in traffic jams here for decades, and the city has been unable to effectively solve this problem. When it finally got around to it, corruption mechanisms were used.

For example, a tender for the reconstruction of the Shuliavka interchange in Kyiv was held back in 2018, after a part of the bridge collapsed. The tender was won by the North-Ukrainian Construction Alliance, which journalists associate with the former head of the state-owned Ukrbud company and former MP Maksym Mykytas. According to the terms of the tender, the company was to receive UAH 598.5 million from the Kyiv authorities for the reconstruction of the Shuliavka traffic interchange.

A journalistic investigation revealed that the tender was fraudulent – it was played out between two companies connected to each other and to Maksym Mykytas.

However, the investigation did not stop the Kyiv authorities, who stated that the tender was held in compliance with the law. Moreover, in the process of fulfilling the contract, its value increased almost fourfold to UAH 1.998 billion.

However, after the announcement of another increase in the estimate, the Kyiv City Prosecutor’s Office demanded through the court to terminate the contract and recover UAH 1.11 billion from the contractor. This was reported by the prosecutor’s office in February last year. In the summer of 2024, it was reported that the National Police became interested in the case, suspecting that Mykytas’s company had transferred UAH 67.9 million received from the city budget to the accounts of fictitious companies.

It seems that the city authorities are going to demolish the shop in order to continue cooperation with Mykytas’s company.
