The CPC accuses Zhumadilov of concealing expired contracts of the Defense Procurement Agency

The Anti-Corruption Action Center (ACAC) has accused Arsen Zhumadilov, director of the Defense Procurement Agency (DPA), of deliberately providing incorrect data on overdue receivables and state-supplied weapons. This is stated in a post by ACC Executive Director Daria Kalenyuk, according to "Komersant Ukrainian".

According to her, the DPA’s overdue debt at the end of 2025 amounts to UAH 45.8 billion, while Zhumadilov himself claims UAH 18.02 billion in his Facebook reports, refusing to provide official data in response to requests from public organizations and members of parliament.

Kalenyuk notes that this indicates the concealment of possible corruption and inefficiency in the work of AOZ, as well as violations of accounting rules.

“Every accountant understands the absurdity of such a refusal, because overdue accounts receivable are recorded in the accounts as non-delivery,” she emphasized.

The CPC emphasizes that the actions of Zhumadilov (who is a protégé of Rustem Umerov) in the arms procurement sector resemble past corruption practices in the energy sector and create barriers to control and transparency.

Scandal surrounding the appointment of the head of the Defense Procurement Agency

On January 24, 2025, Defense Minister Rustem Umerov announced that the Ministry of Defense would not renew the contract with the director of the Defense Procurement Agency (DPA), Marina Bezrukova, whose contract was extended for another year by the DPA Supervisory Board on January 24.

Arsen Zhumadilov, the current head of the DOT, has already agreed to head the agency. In addition, two state representatives, Yuriy Dzhygyr and Taras Chmut, are planned to be removed from the Supervisory Board.

Bezrukova, in turn, stated that she would remain head of the DPA. She was shocked by the defense minister’s statement about not renewing her contract. According to her, “it looks like an attempt to rape all the reforms that were announced and promised to society.”

Prior to this, the AOS Supervisory Board approved the extension of Marina Bezrukova’s contract for another year. According to the agency, no additional approval from the Ministry of Defense is required.

On January 30, changes were made to the register again, reinstating Bezrukova to her position. The registers were then changed several times until Zhumadilov became the temporary head of the AOZ again.

The volume of purchases by the AOZ is about UAH 300 billion per year, and by the DOT – about UAH 100 billion.

What is known about Zhumadilov

Arsen Zhumadilov was born on August 1, 1985, in Simferopol.

He has three higher education degrees:

  • he received master’s degrees in law and political science from Taras Shevchenko National University of Kyiv;
  • he became a master of public management and administration after studying at the London School of Economics in the British capital;
  • He received his basic higher education at the National University of Kyiv-Mohyla Academy.

From November 2007 to September 2008, he worked as a manager in the corporate procurement department of Astelit Limited Liability Company (LLC) in Kyiv.

From March 2010 to December 2012, he was the CEO of KAZNETWORKS LLC.

In September 2012, he founded and headed the company Krymsky Style in Simferopol, managing it until February 2014.

From December 2014 to August 2015, he headed the Department for Ensuring the Activities of the Authorized President of Ukraine for Crimean Tatar Affairs.

In August 2015, he headed the Bilyayivka District State Administration of the Odesa Region, managing it until March 2017.

In April 2017, he became chairman of the board of the Crimean Institute for Strategic Studies, a non-governmental organization.

In October 2023, he was appointed Director General of the State Logistics Operator.
