The CEC resumed the work of the State Register of Voters for the first time since the beginning of the war: what it means

The Central Election Commission has restored the full functioning of the automated information and communication system “State Voter Register” (SVR). The Commission made the decision at its meeting, resuming the work of the subsystem of interaction with voters – for the first time since the beginning of the full-scale invasion of Russia, "Komersant Ukrainian" reports
The work of the SVR was temporarily suspended on February 24, 2022, due to the introduction of martial law – for reasons of protecting the database, personal information and cybersecurity.
What services are working again
The restoration of the voter interaction subsystem finalized the return of the SVR system to full operation. It provides:
- accounting and control over the consideration of voters’ applications and requests;
- formation and accounting of information provided to voters from the Register;
- operation of the public electronic service “Voter’s Personal Account”;
- accounting of appeals from the bodies maintaining the Register to citizens.
Deputy Chairman of the CEC Serhiy Dubovyk emphasized that the restoration was the result of many years of gradual work to strengthen cyber security and stability of electronic systems under martial law.
“The CEC is working to protect voter data as much as possible and at the same time ensure the openness and accessibility of public information resources,” he explained.
Why it is important now
The head of the Servant of the People faction, David Arakhamia, noted that the restoration of the Register actually opens the way to updating electoral data.
“This actually opens the way for the CEC to resume interaction with citizens and authorities on working with the Register and, as a result, updating it. Updating the Voter Register is one of the basic conditions for any election. The war has greatly affected demographics, and this should be reflected in the Register. There is plenty of work to be done in this direction,” Arakhamia emphasized.
Discussions about elections
In early December, U.S. President Donald Trump announced the need to hold elections in Ukraine. In response, President Volodymyr Zelenskyy emphasized that security was a key condition and invited the United States and European partners to join in ensuring it.
on December 20, Zelenskyy said that Ukraine was already working on creating infrastructure for possible elections, and on December 22, David Arakhamia announced the formation of a working group in the Verkhovna Rada to quickly work out the issue of holding presidential elections during martial law.
