“A Thousand from Zelensky”: who will not be able to get the money

Every Ukrainian will be able to receive a thousand hryvnias, Volodymyr Zelenskyy announced. This includes adults and children. However, according to media reports, Ukrainians living abroad, even if they have refugee status, will not be able to receive the payment. This means that they will need to undergo verification of their place of residence before receiving the payment.
According to government forecasts, taking into account previous programs to support the population during the COVID period, no more than 15 million people will join the new “ePidderzhka” program, the media reports.

“Instead, the funds previously allocated for various support programs will be used. Therefore, there will be no amendments to the Law of Ukraine on the State Budget of Ukraine for 2024 through the supreme legislative body of the state, the Verkhovna Rada of Ukraine,” says Anna Daniel.
How to get a thousand hryvnias from Zelensky
The lawyer notes that the option “Get 1000” to the National Cashback card will appear in the Diia app, and after applying it, the money will be credited to the account.
Those who have already issued a National Cashback card and receive payments under this program do not need to do anything else.
Those who do not yet have a National Cashback card should take the following steps
- open a special account in your account – this can be done at a branch or through the application
- receive a virtual or physical card;
- give the bank permission to transfer information about transfers from selected cards;
- update the Diia app, select the National Cashback service, and specify the number of the issued card.
When the program is launched, the “Get 1000” option will appear in Diia, and once it is applied, the money will be credited to the account.
There is currently no mechanism for paying children. It is also not yet known how Ukrainians who are technically challenged will be able to use the program.
The government promises to present the details of the program in November. To fully launch the program, the Cabinet of Ministers plans to make a final decision by mid-November. This will allow citizens to issue special “National Cashback” cards in advance and prepare to receive funds as early as December 1.

“This program is planned to be “tied” to the National Cashback. It can be concluded that the issue of taxation of the so-called “thousand from Zelensky” will be regulated by analogy with the National Cashback,” he said.
The lawyer also noted that “in accordance with clause 165.1 of Article 165 of the Tax Code of Ukraine, the amount of state aid, social material assistance and compensation is not included in the total taxable income of the taxpayer.
Thus, the UAH 1000 received under this financial support program will not be taxed, the lawyer concludes.
