Pet passports will be added to Diia

Pets will now have their own passport in Diia: The Ministry of Agrarian Policy has announced the launch of a unified state register for pets in Ukraine. This was reported by "Komersant Ukrainian" with reference to the relevant ministry.

It is reported that the newly created platform “Diia.Engine” will store information about cats, dogs and ferrets. In particular:

  • pet’s name and description;
  • information on vaccination and biosterilization;
  • contacts of owners or keepers;
  • other data essential for the animal’s health.

Thus, the first stage of the launch of the Unified State Register of Pets has started.

Unified State Register of Pets: what is known about it

on November 25, the Unified State Register of Domestic Animals (USRDA) was officially launched in Ukraine.

Thanks to the state register, the Ministry of Agrarian Policy and the State Service of Ukraine for Food Safety and Consumer Protection will collect and analyze up-to-date data on the number of pets, their health and vaccination status.

“The Unified State Register of Pets is aimed at improving safety and fostering a responsible attitude to keeping animals in Ukraine. For the first time in the history of independence, the state will receive real data on the number of pets and will be able to control their vaccination status. Such information is extremely important for effectively reducing the risk of spreading dangerous infections such as rabies,” said Denys Bashlyk, Deputy Minister of Agrarian Policy and Food .

Animal registration will take place in several stages.

The first stage. Authorization of public and private veterinary institutions

To be authorized in the Pet Register, veterinary institutions must submit an application to the State Service of Ukraine for Food Safety and Consumer Protection in their personal account.

The authorization is performed by a licensee: the head of a legal entity or a sole proprietor who has a license for veterinary activities.

The process takes up to 30 minutes per application and 10 business days to wait for a response from the State Service of Ukraine on Food Safety and Consumer Protection.

After confirmation from the State Service of Ukraine on Food Safety and Consumer Protection, the head of the company needs to enter data on veterinarians who will become Agents and register animals into the Register.

The second stage. Authorization of a veterinarian

In order to be authorized in the Register, a veterinarian must receive a notification of successful registration as an Animal Registration Agent to his/her email address.

The veterinarian should follow the link provided in the letter and complete the authorization in his/her office, adding information on education, advanced training and signing it with an EDS/QES.

The third stage. Registration of pets

The pet registration campaign will start in early 2025.

Authorized veterinarians-Agents can enter data into the Unified State Register of Pets during an examination or any other procedure for cats, dogs and ferrets – at the request and in the presence of the owners/keepers. Registration of animals is free and voluntary.

The project is the first digital initiative of the state in the field of veterinary medicine, and the main innovation for owners in the future will be the emergence of electronic veterinary passports in Diia.

The project’s future plans include the integration of the Unified State Register with international pet databases, including Europetnet. The initiative has already been supported by international and Ukrainian animal protection organizations and the veterinary community.
