Parliamentary Committee Proposes to Introduce Military Censorship of Expenditures

The head of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, Danylo Hetmantsev, proposes to introduce a military policy of censoring expenditures.

This was reported by Hetmantsev, according to "Komersant Ukrainian".

According to the chairman of the Verkhovna Rada committee, there is a direct link between events in international politics and Ukrainian finances. In his opinion, this is why Ukraine should critically review and consolidate all available domestic financial sources and resources, i.e. “count every penny.”

Hetmantsev proposes to introduce military censorship of expenditures, as well as to “stretch” the guaranteed concessional financing of $50 billion over three years instead of one year.

“We cannot allow senseless spending of funds on experiments of individual ministers like the failed cashback, which gave a GDP “increase” less than the statistical error. Total de-shadowing and savings are what we need now,” said the Head of the Verkhovna Rada Committee.

He added that despite the relative availability of funds in 2025, there is “uncertainty in 2026 and beyond,” especially regarding the exhaustion of the ERA instrument ($50 billion from profits from Russia’s frozen assets).

As a reminder, the G7 leaders agreed on a $50 billion loan to Ukraine to be repaid from the proceeds of frozen Russian assets.

Ultimately, it was agreed that the United States would provide up to $20 billion, the EU up to $35 billion, and the United Kingdom would provide almost $3 billion.

Already in December 2024, Ukraine and the EU signed a memorandum of understanding on a loan agreement to raise up to €35 billion in macro-financial assistance, and Washington announced a $20 billion loan.
