In Kyiv, businesses are required to clear snow every 1.5 hours: what are the consequences of ignoring this requirement?

The capital has tightened control over winter cleaning. The Kyiv City State Administration has reminded enterprises, institutions, and organizations of all forms of ownership of their obligation to clear snow and combat ice in their designated areas, according to "Komersant Ukrainian".

The Kyiv City State Administration emphasizes that failure to comply with the Rules of Public Amenities not only creates a risk of injury but also entails administrative liability.

Clear deadlines for snow removal

According to the current Rules of Public Amenities of the City of Kyiv, balance holders are required to:

  • clear sidewalks no later than 30 minutes after the start of snowfall;
  • repeat cleaning every 1.5 hours to prevent ice from forming;
  • clear roofs, canopies, and cornices of snow and ice, making sure to cordon off dangerous areas;
  • remove snow within 24 hours after clearing;
  • eliminate slipperiness using a fractional method — clean sand without salt.

Separately, the Kyiv City State Administration emphasizes that the use of salt is prohibited due to damage to infrastructure and green spaces.

What is strictly prohibited

The city authorities remind residents that it is prohibited to dump snow on:

  • the roadway;
  • sidewalks;
  • green areas;
  • water bodies.

The adjacent area is considered to be the area up to the curb of the road or up to 10 meters from the facades of buildings, fences, and other elements of public amenities.

Penalties for violations

Fines ranging from 340 to 1,700 hryvnia are imposed for improper maintenance of territories.

The Kyiv City State Administration has reported that control has already been tightened. On February 9 alone, public amenities inspectors issued 292 orders and drew up 43 administrative reports for poor-quality snow and ice removal.

“The city authorities urge all organizations to take a responsible approach to the maintenance of their assigned territories in order to avoid injuries to pedestrians and financial penalties,” the KSCA emphasized.
