Kyiv wants to install mobile shelters made by national producers and is preparing for tenders

The Kyiv City Council has decided to allocate UAH 500 million for the installation of modular shelters in the capital by the end of 2025. This was announced by the deputy head of the Kyiv City State Administration Petro Panteleev, "Komersant Ukrainian" reports.
The priority is to prioritize areas where residents have the least access to stationary shelters and the greatest risks from Russian shelling.
How it will work
- The city government has already held a meeting with manufacturers of mobile shelters, members of the Kyiv City Council, heads of district state administrations and representatives of relevant departments.
- The main task is to agree on the technical requirements for future structures and speed up the procurement process.
- The first shelters will be built where there are no alternative places of safety near residential areas or transportation hubs.
What does the new shelter system envisage?
Mobile shelters must comply with state standards (DSTU ) and be tested by the SES.
The basic equipment will include:
- benches for sitting;
- ventilation and lighting system;
- first aid kits and fire extinguishers;
- a bathroom;
- alternative power sources;
- capacity – up to 50 people.
All commissioned shelters will be marked on the map of Kyiv’s shelters, and citizens will be provided with instructions for use.
Who will be responsible for maintenance
The heads of district administrations will have to identify the balance holders of the shelters.
In addition, the Kyiv City State Administration proposes to create a utility company that will coordinate the work of all balance holders and monitor the technical condition of the facilities.
What the mayor’s office says
“Now everything depends on the technical capabilities of the manufacturers – how quickly they can produce and install the required number of shelters. We lost time due to delays in previous years, but this stage is over,” said Petro Panteleev.
The Kyiv City State Administration plans to have the first modular shelters in Kyiv by the end of the year, and the system will be scaled up to each district.
The project is being coordinated by the Department of Urban Development in cooperation with the State Emergency Service.
As a reminder, after Russia’s full-scale invasion, Kyiv has been gradually building up its civil defense system, but the state of shelters in the city has repeatedly drawn criticism, particularly after the tragedy in June 2023 when people died because they could not get into a closed shelter during shelling.
Since then, the authorities have promised to create an alternative system of mobile shelters that can be quickly installed in dangerous areas.
