Kyiv to raise the price of towing cars to impound lots: new rates

Starting April 15, 2026, the cost of towing temporarily impounded vehicles to special impound lots will increase in Kyiv. The changes were announced by Kyiv City State Administration Deputy Head Konstantin Usov, according to "Komersant Ukrainian"

According to the Kyiv City State Administration, the minimum towing fee will be 1,680 UAH. The decision is primarily attributed to rising costs of fuel and consumables for specialized equipment.

The city administration emphasized that the rate for such services is not state-regulated, so it is set independently by the companies that transport towed vehicles.

How much will it cost to have a car towed in Kyiv

Starting April 15, the minimum cost of transporting a temporarily impounded vehicle will be 1,680 UAH. Previously, the minimum cost was 1,200 UAH, meaning this is a significant increase in the base rate.

The Kyiv City State Administration also reports that the new rate for private operators will be identical to the cost of towing a vehicle with a gross weight of up to 2,000 kg if the transport is carried out by the National Police. This means that the capital is effectively aligning the lower price limit between private carriers and police units, which also handle towing.

Why will towing become more expensive?

The official reason is rising gasoline prices and associated costs for maintaining tow trucks. The Kyiv City State Administration explicitly states that the market for these services is not regulated by the state, so carriers adjust prices independently based on their own costs.

How many cars are towed in Kyiv

According to data cited by the Kyiv City State Administration based on 2025 figures, nearly 400,000 violations of stopping and parking rules or failure to pay for parking were recorded in the capital, and approximately 50,000 vehicles were temporarily towed.

This means that towing is not applied to all violators, but only in cases where a vehicle is actually obstructing traffic or creating a hazard.

Is Kyiv really still one of the cheapest cities?

The Kyiv City State Administration (KCSA) claims that even after the rate increase, the cost of towing in Kyiv will remain one of the lowest among Ukraine’s major cities. The city’s announcement cites Dnipro and Lviv as comparisons, where, according to the KCSA, a similar service costs more.

What this means for drivers

For drivers, this means one very simple thing: a parking mistake in Kyiv starting April 15 will cost more if the car is towed away. This refers specifically to the cost of towing, not all possible expenses in total, since fines for violating stopping/parking rules and fees for the car’s stay at a special impound lot may apply separately.

General rules for towing and liability for parking violations in Ukraine have been in place for a long time and are governed by separate regulations.

That is why city authorities have once again urged drivers to followparking rules so as not to obstruct public transport, emergency services, and exits from the area. After April 15, this call takes on a purely practical significance: improper parking in the capital becomes significantly more expensive.
