Kyiv starts restoring damaged building of Okhmatdyt hospital

The Ministry of Health of Ukraine has announced that repair work has begun on one of the buildings of the Okhmatdyt Children’s Hospital, which was destroyed as a result of the Russian attack on July 8, 2024, "Komersant Ukrainian" reports.
- Thecontractor is Riola-Module LTD, which built this building in 2020.
- Cost of repairs: almost UAH 293 million, more than 70 million less than expected.
- Funding: the Okhmatdyt – Healthy Childhood charitable foundation, which collected donations in 2024.
- Support: technical supervision by Akadem Bud, design by Arkon.
The repair includes:
- structures, roof, facade, windows, doors;
- internal premises and engineering networks;
- medical gases, fire alarms, video communications, lighting;
- renovation of the territory and road surface.
Despite the repairs, the building will continue to operate as usual: more than 500 children are treated there daily and 40 surgeries are performed.
The next step is to restore other hospital facilities: the surgical, toxicology, administrative, and substation buildings.
According to Slidstvo.info, Riola-Module LTD was involved in four criminal proceedings for embezzlement of public funds in collusion with officials of Sumy and Donetsk regions.

Evidence of the use of X-101
Wreckage of the cruise missile was recovered at the scene, including parts of the engine, serial number, and tail rudder.
Forensic experts confirmed that it was an X-101 missile, and the moment of impact was clearly recorded on video.
Military legalization
The SBU classified the strike as a war crime and opened criminal proceedings under Article 438 of the Criminal Code of Ukraine – violation of the laws and customs of war, combined with premeditated murder.
Lieutenant General Sergei Kobylash, commander of the Russian Long-Range Aviation, was notified in absentia of being suspected.
Reaction of international institutions
The UN confirmed that it was a direct hit, not the result of anti-aircraft fire.
Human Rights Watch and Amnesty International called the attack on the children’s hospital a potential war crime.
About the missile
According to Conflict Armament Research, the missile was freshly manufactured, possibly just a few days before the attack.
This modernized X-101 is equipped with air defense countermeasures, which fires decoys, making it difficult to destroy.

The strike on the Okhmatdyt hospital was a deliberate violation of international humanitarian law, targeting a civilian facility with hundreds of children and medical workers. The missile has been accurately identified, and those responsible have already been notified of suspicion. The incident has drawn international condemnation and can be classified as a war crime.
