The Ministry of Culture and Information Policy does not have information on the number of Ukrainian or Russian cultural figures who have been awarded the title of “Honoured” or “People’s” Worker of Culture and Arts since Ukraine’s independence, reports "Komersant Ukrainian"

Similarly, in the third year of the full-scale invasion, Ukrainian traitor artists who defected to the aggressor country have not yet been deprived of the honorary titles of Honoured Artists of Ukraine.

For example, this list includes Ani Lorak and Taisiya Povaliy. As you know, both once popular singers are now actively supporting the Kremlin’s anti-Ukrainian policy.

In response to an information request "Komersant Ukrainian" the Ministry of Culture briefly reported that there was no information on this matter. Apparently, the ministry does not initiate the issue of depriving traitor artists of honorary titles.

“The Ministry has no information on the deprivation of artists of honorary titles, as the ICIP is not the administrator of the requested information,”

– reads the response to the request.

Instead, they advised to address this issue to the Office of the President.

According to Article 16 of the Law of Ukraine “On State Awards of Ukraine”, the President of Ukraine may deprive a recipient of state awards only in case of conviction of a serious crime by a court.

Several years ago, the parliament promised to address the issue of depriving cultural and artistic figures who had betrayed Ukraine of their titles.

A draft law has been in the Verkhovna Rada for two years now. It could speed up the process and finally deprive traitor artists of their titles, but the future law cannot wait for the second reading.

According to the drafters of the bill, the mechanism for depriving honorary titles will be the same for both Ukrainian citizens and foreigners and will be a legal basis for depriving Russians of the title of People’s Artist.

After all, many Russian artists, for example, Philip Kirkorov, live and work in Russia, voice anti-Ukrainian rhetoric, but still hold the title of People’s Artist of Ukraine.

Ukraine’s delay in resolving this issue allows Ani Lorak, Taisiya Povaliy, Vladimir Danilts and Vladimir Moiseenko, as well as singer-songwriter Ruzhena Rubleva, to remain People’s Artists of Ukraine even in the third year of large-scale Russian aggression and despite their anti-Ukrainian statements.

Earlier, sanctions were imposed on 119 people, including Russian actors, cultural figures and propagandists.

Thus, the sanctions list includes singers Philip Kirkorov, Irina Allegrova, Larisa Dolina, Grigory Leps, Polina Gagarina, Sergey Lazarev, and actors Dmitry Duzhev and Dmitry Kharatyan. Sanctions are also imposed on Yevgeny Petrosyan, Nikita Mikhalkov and Leonid Yakubovich.

The list also includes propagandists Alexander Dugin, Dmitry Kiselev and Margarita Simonyan.

In addition, sanctions were imposed on a Ukrainian citizen, TV presenter Zhanna Badoeva.
