The Ministry of Digital Transformation will have more responsibility. What other sectors will it develop

The government has decided to expand the functions of the Ministry of Digital Transformation, which will now be responsible for policy-making in the areas of robotics, artificial intelligence, and semiconductor technologies. This was reported in the Ministry, "Komersant Ukrainian" informs.

The government decision will contribute to the implementation of the Strategy for Digital Development of Innovations of Ukraine until 2030 (WINWIN), in particular, in terms of the development of the semiconductor industry and the internal infrastructure for artificial intelligence.

As a reminder, in December 2024, the WINWIN Strategy was launched – a roadmap that defines specific steps that will help Ukraine become a regional leader and driver of innovation in the European Union.

What should change due to the expansion of the powers of the Ministry of Digital Transformation

Changes are envisaged, first of all, in the regulatory framework: requirements will be set for technology providers to ensure data protection and efficiency of solutions in the areas of robotics and unmanned systems.

Support for scientific research will also increase, with a focus on robotics, unmanned systems, and AI.

Companies working in the fields of robotics, drones, artificial intelligence, and semiconductors will receive financial support.

The focus will be on microelectronics and, in particular, the development of domestic semiconductor production. It is planned to create an innovation cluster in the field of microelectronics.

It is also planned to create a platform for the rapid introduction of Ukrainian technological solutions to the market and an infrastructure for testing and demonstrating technologies.

Another priority is the development and implementation of artificial intelligence in Ukraine, in particular in the field of public administration and security.

What about the development of the Ukrainian Big Language Model?

Such a model is a type of artificial intelligence that works on the principle of the human brain and is trained on huge amounts of data. Language models are the basis of ChatGPT, Gemini, and DeepSeek. The Ukrainian language model will be trained on Ukrainian data, understand the national context, dialects, and terms, and therefore provide better answers than global models.

According to the Ministry of Digital Transformation, artificial intelligence is already being actively integrated into Diia, Mriia, and other digital projects of the Ministry of Digital Transformation. And the national language model (LLM) will become the basis on which AI assistants, chatbots, and voice assistants will work.

The ministry reminded of several projects that are already working or will be launched in the near future.

1. AI chatbot Natalka

The chatbot is already in operation and helps potential partners integrate Diia services. The chatbot processes basic requests, helps choose an integration scenario, and then transfers communication to a real person.

2. AI assistant in Diia

Coming soon to Diia portal. The assistant will help you choose the right service for a particular life situation and answer the most popular questions.

3. AI for job generation

It helps to quickly create structured job descriptions. AI can also make a job description more creative, for example, by adding a funny description.

4. Digital expertise of legal acts

Already being tested. AI will help lawyers analyze regulations and upload them to the system. The result: 35% of acts are processed by AI tools in 72 hours.

5. AI analysis and translation of European legislation

This tool greatly simplifies and speeds up the harmonization of legislation, which is a mandatory process for European integration.

After the national language model is launched, there will be even more AI tools. For example, new opportunities for Ukrainian business will appear. Entrepreneurs will be able to produce their own AI products based on a large language model, from automated chatbots for websites to voice assistants for companies.

At the end of March, the government proposed to the Verkhovna Rada to amend the Law of Ukraine On National Security of Ukraine regarding the activities of bodies that are part of the security and defense sector. The reason for updating the law was the decision of the Supreme Commander-in-Chief of the Armed Forces of Ukraine on the need to establish a central executive body with the authority to implement state policy in the field of innovation, technology, and robotics, to conduct tests and research of innovative technologies, including dual-use and military technologies.

Given that such functions are already vested in the Ministry of Digital Transformation of Ukraine, as well as to save budgetary funds and resolve the above issue more quickly, the law proposes to grant the Ministry of Digital Transformation the status of a defense ministry.

Also on March 21, the Cabinet of Ministers of Ukraine decided to establish a new central executive body – the State Agency of Ukraine “PlayCity”, which will work under the coordination of the Ministry of Digital Transformation and control the gambling and lottery market.
