In 2023, domestic enforcement services recovered more than UAH 25 billion from debtors, a record figure for the last 5 years. At the same time, this is only 6% of the total debt, Kommersant ukrainskyi
citing Opendatabot.
The State Enforcement Service and private bailiffs have enforced almost 2 million enforcement documents, the service claims. A total of UAH 25.21 billion was recovered, which is 2.5 times more than a year earlier.
In total, almost 60% of the total number of enforcement proceedings are being implemented, but the amounts recovered are low – only 6% of the total amount that should have been received from debtors. Only 6 kopiykas out of every hryvnia of debt were collected in 2023, but this is 20% more than in 2022, when only 5 kopiykas out of every hryvnia were collected.

According to Oleksiy Ivankin, Opendatabot project manager, judicial debt collection has improved significantly due to the emergence of the private enforcement agency and automatic account blocking. However, the number of debtors is still growing due to the war. In addition, perhaps the most important aspect is the lack of information about traffic fines, which account for almost 20% of all debts.
Overall, as the chart shows, Ukrainians owed over UAH 435 billion last year.
