Poland continues large-scale inspections of bomb shelters across the country

Poland is conducting massive inspections of bomb shelters and civil defense facilities. According to RMF24, the State Fire Service and district building supervision inspectorates have already carried out more than 2,000 inspections of buildings that can perform protective functions, "Komersant Ukrainian" reports

According to preliminary findings, more than a thousand facilities meet the requirements of the Ministry of the Interior and the Polish administration and can be used as shelters in case of an emergency.

According to the publication, Polish civil defense authorities ordered almost 4000 inspections of existing buildings to assess their suitability as bomb shelters and emergency shelters. So far, more than half of the planned volume has been inspected.

“The results of the surveys to date indicate that more than 1,000 buildings meet the requirements specified in the resolution of the Ministry of the Interior and Administration and can be used as shelters or places of refuge in case of danger,” RMF24 reports.

As part of the 2025-2026 Public Protection and Civil Defense Program, local governments have been allocated almost PLN 5 billion to modernize and build shelters, as well as develop warning and communication systems.

According to the new law on public protection and civil defense, local authorities are obliged to identify objects that can be converted into protective structures, including underground floors of existing buildings and new investments.

Owners and managers of facilities can receive targeted subsidies for the construction of temporary shelters and bringing buildings up to protection standards – funding can cover up to 100% of the costs.

According to the new rules, in urban areas, places in collective protection facilities must provide shelter for at least 50% of the population, of which 25% must be in shelters. In rural areas, the corresponding figures are 25% of the population, of which 15% should be in shelters.

Thus, the Polish authorities are increasing the level of emergency preparedness and civil protection of the population in case of security threats.
