In the midst of war, Sumy National Guard buys equipment to disperse demonstrators

The military unit 2276 of the National Guard of Ukraine has announced a tender for the purchase of shock shields worth UAH 30.75 million. The relevant tender was published on Prozorro, "Komersant Ukrainian" reports.
The tender was published on June 6, 2025. Potential suppliers can submit their proposals until June 17, 2025. The procurement is carried out under a simplified procedure, where the only criterion for selecting the winner is the lowest price. Svitlana Golovyrina is in charge of organizing the tender, and her contact details are provided in the tender documentation.
The customer is a military unit of the National Guard located in Sumy region and officially categorized as a “customer making purchases for defense needs”. However, “for defense needs” they are purchasing “equipment for dispersing demonstrators” (code 35220000-2).

Technical conditions of the tender
The minimum step down in price during the auction is UAH 307,500, which is 1% of the expected value. Bidders shall provide a bid security in the amount of UAH 922,500.
The tender documentation includes a full package of required documents: procurement announcement, draft state contract, terms of bid security, and bid submission form. All documents were uploaded to the system on June 6 at 14:54.
At the time of publication, there were no complaints about the tender conditions, and no monitoring requests were recorded. Potential bidders have the opportunity to ask questions to the customer through the Prozorro system until the end of the bid submission period.
Situation at the frontline
It is worth noting that over the past week, the Russians have been actively advancing in the Sumy sector. According to DeepState, almost 200 square kilometers have already been occupied in the Sumy region.
The situation for Sumy is difficult – Russian troops are actively shelling the city, and their further advance will put Sumy within the range of fpv drones.
In this situation, the Sumy National Guard is purchasing metal shields to disperse the demonstrators.
