The participation of military personnel in post-war elections remains one of the key issues in preparing for the electoral process. The Central Election Commission is developing mechanisms that will ensure the exercise of voting rights both for those who are near polling stations and for military personnel directly on the front line.

He explained that military personnel located near polling stations will be given the opportunity to take short-term leave to vote.
Separately, the CEC is working on an algorithm of actions for units performing combat missions or located in areas with limited security conditions. In such cases, special polling stations may be created.
“To this end, a mechanism for establishing polling stations at the request of the Ministry of Defense has been provided for,” he said.
At the same time, according to Dubovyk, it is proposed that such decisions be made after consultations not only with the Ministry of Defense, but also with other security sector structures — the Ministry of Internal Affairs, the National Guard, border guards, the Security Service of Ukraine, the State Special Communications Service, the State Security Service, and other formations where military personnel serve.
The possibility of organizing voting directly at the place of combat service is also being considered — as an exceptional mechanism for those who cannot reach regular polling stations.
“I think that every military personnel, especially if they want to, will be able to exercise their right to vote,” Dubovyk emphasizes.
The CEC emphasizes that all proposals are subject to public discussion and expert debate. Final decisions will depend on the security situation and legislative changes, but the principle remains unchanged: to ensure the right to vote for every Ukrainian soldier.
