Decree: Ukraine to immediately abandon ban on anti-personnel mines

President Volodymyr Zelenskyy signed a decree on Ukraine’s withdrawal from the Ottawa Convention on the Prohibition of Anti-Personnel Mines. He also instructed to take immediate action.
This is reported by "Komersant Ukrainian" with reference to the decree on the president’s website.
“To put into effect the decision of the National Security and Defense Council of Ukraine of June 29, 2025 “On Ukraine’s withdrawal from the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction of September 18, 1997,” the document says.
The National Security and Defense Council also urgently instructed the Cabinet of Ministers to take measures to ensure Ukraine’s withdrawal from the Convention.
It should be noted that MP Roman Kostenko, who was the first to report on the president’s decision to withdraw Ukraine from the Convention, said that the Verkhovna Rada should now vote for it.
However, Zelenskyy’s decree states that control over the implementation of the decision is vested in the National Security and Defense Council, which, in turn, gives instructions to the Cabinet of Ministers. The Verkhovna Rada is not mentioned in the decree.
