Ukraine without weapons and intelligence: what Washington needs to resume aid

The US will resume arms supplies and intelligence sharing with Ukraine when a date for peace talks with Russia is set. This condition was voiced by the US National Security Advisor Mike Waltz, "Komersant Ukrainian" reports citing Axios.

“We have taken a step back, stopped and are reviewing all aspects of this relationship. We’re having a good conversation about the location of the next round of talks, the delegations, the date, essentially,” Waltz said.

In early March 2025, the United States suspended military assistance and intelligence sharing with Ukraine, which significantly affected Kyiv’s defense capabilities against Russian forces. This decision was made after a controversial meeting on February 28, 2025, between US President Donald Trump and Ukrainian President Volodymyr Zelenskyy, during which discussions on a proposed mining agreement broke down, disrupting planned peace talks between Ukraine and Russia.

The US administration announced the suspension of all military aid to Ukraine, including weapons systems delivered by air and sea. This pause affects about 20% of Ukraine’s military equipment, including long-range air defense systems, Himars artillery missile systems, ATACMS missiles, and Bradley fighting vehicles. The absence of the U.S. Patriot jeopardizes Ukraine’s air defense, as Europe and Ukraine do not have equivalent systems. In addition, the loss of the Himars and MANPADS reduces Ukraine’s ability to effectively attack Russian positions and logistics.

At the same time, the United States has suspended intelligence sharing with Ukraine, as confirmed by CIA Director John Ratcliffe. This suspension includes critical intelligence information that previously helped Ukraine counter Russian offensives. The cessation of intelligence sharing could seriously harm Ukraine’s defense operations, including anticipating and responding to Russian military actions.

The US decision provoked a mixed international reaction. European allies that have publicly supported Ukraine may face increased pressure to step up their assistance in light of the latest U.S. announcement. Russian officials, on the other hand, welcomed the suspension

Meanwhile, the U.S. administration has indicated that the suspension is conditional and could be lifted if Ukraine demonstrates a commitment to peace talks. CIA chief Ratcliffe expressed optimism that the pause in intelligence sharing would be temporary and would depend on progress in diplomatic talks between Kyiv and Moscow.
