Ukraine punishes war sponsors: new sanctions from Zelensky

23 August 2025 19:06

President of Ukraine Volodymyr Zelenskyy has signed two decrees imposing sanctions against foreign sponsors of Russia’s war in Ukraine.

This was reported by "Komersant Ukrainian" with reference to the President’s post on Telegram.

He informed that with the first decree, Ukraine synchronized Canadian sanctions against individuals and legal entities working for the Russian war.

“Together with our partners, we are also preparing a decision to synchronize Ukrainian sanctions in the jurisdictions of our partners. Everyone who helps Russia to continue killing and building a military machine for further aggression must feel the real pressure of the world,” the President emphasized.

According to the decree, the sanctions apply to citizens of Russia, Croatia, Austria, the United States, Ukraine, Belarus, and Iran.

As for legal entities, these include companies from Russia, Switzerland, the UAE, Singapore, Mali, Sudan, Latvia, Germany, China, Belarus, Cyprus, and the Central African Republic.

In his second decree, Zelenskyy imposed sanctions against 28 citizens of different countries who help the Russians maintain the occupation of the land and actually sponsor Russia.

“We are also working with the law enforcement agencies of partner countries on each name of such persons. All the accomplices of the Russian occupiers will be held accountable for their actions against Ukraine and Ukrainians in one way or another,” the Head of State emphasized.

According to the decree, this list includes four Iranian citizens, and the rest are from Russia and Ukraine. In particular, among those with Ukrainian passports:

  • “military commanders” Olena Bobkova, Renat Shavlo, Oleksiy Havrysh, and Dmytro Makeev;
  • yulia Velychko, a former adviser to the leader of the “LPR”;
  • “ombudsman” in the occupied Kherson region Serhiy Georgiev;
  • crimean entrepreneurs Vladimir Vylegzhanin and Vladimir Kotelak;
  • pin-Up casino owners Igor and Marina Ilyin.

At the same time, the War Sanctions portal noted that Oleksiy Harmash is a direct participant in Russia’s information war against Ukraine. In June 2024, the Office of the Prosecutor General of Ukraine notified him in absentia of suspicion of collaboration.

In anticipation of a full-scale Russian invasion, Garmash began active cooperation with the propaganda resource News Front. In his reports and posts, he systematically discredits the Ukrainian Defense Forces, spreads disinformation about the course of hostilities, and promotes Kremlin narratives.

“In addition, Havrysh’s activities include logistical support for the occupation forces. His own Telegram channel is a platform for organizing fundraisers for the needs of the Russian army. In particular, he has documented fundraising for the purchase of vehicles for the units of the Russian Armed Forces operating in the Pokrovsk sector,” the portal informs.

Other sanctions

About a week ago, the President of Ukraine imposed sanctions against companies and organizations directly involved in the development of Russian unmanned technologies using artificial intelligence.
