Ukraine has dropped in the passport rating – what has changed over the year

In 2025, the passport of a Ukrainian citizen lost one position in the world ranking of The Henley Passport Index, which determines the level of global mobility of citizens of different countries, "Komersant Ukrainian" reports

According to the updated data, Ukraine ranked 33rd among nearly two hundred countries and was placed between Paraguay and Dominica (an island nation in the Caribbean).

For comparison, last year Ukraine was ranked 32nd, between Saint Lucia (South America) and Paraguay.

Thus, the Ukrainian passport has slightly lost ground, but remains at the top of the world ranking, which indicates a fairly high level of trust in Ukrainian citizens in the international space.

What is Henley Passport Index?

The Henley Passport Index is a reputable global ranking based on the number of countries to which citizens can travel without a visa.

The ranking is developed by Henley & Partners based on data from the International Air Transport Association (IATA) and is updated monthly. In 2025, the index includes 199 passports and 227 travel destinations, making it one of the most accurate indicators of global mobility.

Earlier it was reported that Kyiv was included in the ranking of the most dangerous cities in the world according to the Global Peace Index. In addition, the global level of democracy in the world has declined in recent years to its lowest level since 2015.
