Ukraine punishes Lukashenko with sanctions: a complete list of restrictions

Ukrainian President Volodymyr Zelensky announced the introduction of a new package of sanctions against self-proclaimed Belarusian President Alexander Lukashenko. According to the head of state, the restrictions are a response to Belarus’ direct involvement in supporting Russian aggression and facilitating attacks on Ukrainian territory. This was announced by Ukrainian President Volodymyr Zelensky on his social media accounts and in a decree published on the head of state’s website, according to "Komersant Ukrainian".

The new sanctions are part of Ukraine’s broader strategy to increase international pressure on Russia’s allies and block any assistance that allows the Kremlin to continue the war.

Zelensky: Sanctions against Lukashenko will have a global effect

Volodymyr Zelensky emphasized that Ukraine has already applied a package of sanctions against Alexander Lukashenko and intends to strengthen international coordination for maximum effect.

“Today, Ukraine has imposed a package of sanctions against Alexander Lukashenko, and we will significantly intensify our efforts to counter all forms of his involvement in the killings of Ukrainians. We will work with our partners to ensure that this has a global effect,” the president said.

According to him, the sanctions are aimed not only at specific individuals, but also at the systemic mechanisms of Belarusian support for the Russian military machine.

Belarus helps Russia control drones and attack Ukraine

One of the key reasons for imposing sanctions was Belarus’ military-technical assistance to Russia.

According to Ukrainian authorities, in the second half of 2025, a system of repeaters for controlling strike drones was deployed on the territory of Belarus. This significantly expanded the Russian army’s capabilities to strike Ukrainian regions, in particular:

  • Kyiv region
  • Chernihiv region
  • Zhytomyr region
  • Rivne region
  • Volyn region.

Thanks to these systems, Russia was able to more effectively attack Ukraine’s critical infrastructure, including:

  • energy facilities
  • railway junctions
  • logistics centers.

The Ukrainian side emphasizes that some of these attacks would have been impossible without the use of Belarusian territory and infrastructure.

More than 3,000 Belarusian enterprises work for the Russian military machine

The President of Ukraine stated that more than 3,000 Belarusian enterprises are effectively integrated into Russia’s military-industrial complex. They supply:

  • machinery and equipment
  • electronic components
  • mechanical assemblies
  • parts for missile production.

In particular, these are components used in the creation of missiles with which Russia is shelling Ukrainian cities and civilian infrastructure.

This means that Belarus is not only a territorial springboard but also an active industrial partner in the war against Ukraine.

The threat of medium-range missiles from Belarus

Of particular concern is the development of military infrastructure on the territory of Belarus for the deployment of medium-range missiles, in particular the Oreshnik system.

According to Zelensky:

  • Lukashenko provided Belarusian territory for the deployment of these missiles
  • Belarusian companies supplied critical components for these weapons
  • this cooperation will continue in 2026.

Such actions pose a threat not only to Ukraine, but also to European Union countries, in particular Poland, Lithuania, Latvia, and other states in the region.

Lukashenko helps Russia circumvent international sanctions

The President of Ukraine also stressed that Lukashenko systematically helps Russia circumvent international sanctions.

In particular, the Belarusian regime:

  • provides territory for Russian military operations
  • ensures the production and supply of weapons components
  • facilitates the logistics of military supplies
  • supports Russian aggression politically.

Zelensky stated that Lukashenko is effectively trading Belarus’ sovereignty for the preservation of his own power.

Ukraine is stepping up international pressure on the Kremlin’s allies

The new package of sanctions against Lukashenko is part of Ukraine’s broader policy aimed at isolating Russia and its allies.

Ukraine will work with:

  • The European Union
  • the US
  • The United Kingdom
  • the G7 countries
  • international organizations.

The goal is to ensure synchronization of sanctions and create maximum economic and political pressure.

What sanctions has Ukraine imposed on Lukashenko: a complete list of restrictions

The sanctions include extensive economic, financial, political, and legal restrictions and are aimed at completely isolating Lukashenko from any assets and activities related to Ukraine.

Key sanctions against Lukashenko:

1. Asset freeze
Ukraine has imposed a complete freeze on Lukashenko’s assets. This means the temporary deprivation of the right to use and dispose of any assets belonging to him directly or indirectly through other individuals or legal entities.

2. Complete cessation of trade
A complete ban has been imposed on any trade operations related to Lukashenko or structures under his control.

3. Ban on transit, flights, and transportation through Ukraine
The transit of resources, flights of aircraft, and any transportation related to Lukashenko or the Belarusian entities he controls has been completely suspended.

4. Prevention of capital flight
The sanctions provide for a complete block on any financial transactions aimed at withdrawing capital from Ukraine.

5. Suspension of financial and economic obligations
Ukraine has suspended the fulfillment of any economic and financial obligations to Lukashenko or entities associated with him.

The introduction of sanctions against Lukashenko could lead to:
