Ukraine accelerates payments of “winter” 1000 hryvnia, where most money is spent

Ukraine has launched the second phase of the “winter” UAH 1,000 program aimed at supporting the population in times of war. A total of 14 million Ukrainians have already applied for this assistance. This was reported by the government’s press service, "Komersant Ukrainian" reports.
Most money is spent on utilities, medicines and direct donations for the needs of the Armed Forces.
Accelerating payments and expanding coverage
According to the government, the program has gained significant scale and high speed of processing applications:
- As of today, funds are being disbursed to those citizens who applied on the second day of the application process. This indicates a well-established distribution system.
- The total number of applications reached 14 million. The vast majority of them(11.4 million, including applications for children) were submitted through the state digital application Diia.
- In addition, 1.8 million people on the social list will receive funds automatically, without the need to apply.
- About 700,000 people have chosen offline processing through Ukrposhta and will start receiving money on December 6.
Where millions of state aid go
The program performs not only a social but also an economic function, as evidenced by the first expenditure data. As of today , 3.5 million people have already received funds and spent UAH 473 million.
The priorities of expenditures are most illustrative, reflecting the financial needs of Ukrainian households in wartime:
- Basic needs: The most frequently spent money was on utilities and pharmacies (medicines), which emphasizes the need for financial support to cover vital expenses.
- Support for the army: A significant part of the money was spent on charity and donations to the army. This confirms the high level of self-organization of citizens and their participation in financing defense.
- Culture and trade: The funds were also used to buy books and products made in Ukraine.
Logistics and timing
The program operates with clear deadlines:
- The last day to apply is December 24.
- The payment must be used by June 30, 2026.
As a reminder, the Cabinet of Ministers of Ukraine has adopted a resolution launching the UZ-3000 free rail travel program.
As part of this initiative, every citizen will be able to travel up to 3,000 km free of charge on Ukrzaliznytsia trains within Ukraine once.
