Ukraine launches state AI on Google Gemini: a new level of partnership

Ukraine has become the first country in the world to officially introduce a national AI assistant based on Google Gemini. This is part of the Ministry of Digitalization of Public Services strategy, which has already made “Diya” a symbol of the e-state. About it writes Mincifra, reports "Komersant Ukrainian".
Cooperation with the global technology giant may become decisive in building a new model of interaction between the state and citizens.
What happened
The Ministry of Digital Transformation announced the expansion of cooperation with Google. The company’s artificial intelligence technologies are now being used to create state AI products in Ukraine.
The first result is the launch of Diya.AI based on the Gemini 2.0 Flash model, which runs in a secure Vertex AI environment.
AI assistant capabilities:
- advises on more than 200 government services;
- responds in natural language;
- understands user queries in real time;
- is capable of handling millions of requests.
According to Mincifra, Diya.AI already closes about 85% of citizens’ requests and helps to get advice on more than 150 services.

Data security
Mincifra emphasizes: users’ personal data does not fall under the Gemini model. All sensitive information is processed inside the secure perimeter of Diy. This was one of the key terms of cooperation with Google.
International support
The project was developed with the support of several international aid programs – UK DIGIT (funded by UK Dev), as well as Swiss-Ukrainian EGAP, which is implemented by the Eastern Europe Foundation.
Ukraine is actively developing digital services even during the war. From Dii to national AI assistants, the country is testing solutions that can become a model for other states.
In fact, Kyiv positions itself as a laboratory of digital democracy, where the latest technologies are tested on a real scale on millions of citizens.
