Ukrainian UAVs strike strategic oil refinery in Volgograd region: what is known

On the night of February 11, Ukrainian drones launched a massive attack on energy and civilian infrastructure facilities in the Volgograd region, according to Russian propaganda media citing the region’s governor, Andrei Bocharov, as reported by "Komersant Ukrainian".
The largest oil refinery was hit
In the city of Volzhsky, apartments in a residential building were damaged as a result of the raid, and one of the drones fell on the playground of the Yagidka kindergarten. In addition, a fire broke out on the territory of a plant in the south of Volgograd.
“According to preliminary data, there are no casualties,” Bocharov said, without specifying which enterprise was attacked in the regional capital.
According to video recordings and photographs of local residents analyzed by the media, the Lukoil-Volgogradneftepererabotka oil refinery in the Chervonoarmiysky district of Volgograd was hit. This is the largest oil refinery in the Volgograd region and one of Lukoil’s key assets.
Ninth attack on the plant
Lukoil-Volgogradneftepererabotka processes more than 15 million tons of oil annually and specializes in the production of gasoline, diesel and aviation fuel, as well as fuel oil, bitumen and other petroleum products. The plant has been repeatedly targeted by Ukrainian drones. It was first attacked two years ago, in February 2024. The latest attack was at least the ninth in total.
Last year, Ukraine began systematically striking Russian oil refineries.
According to the Russian Ministry of Defense, 108 Ukrainian aircraft-type drones were “intercepted and destroyed” over the country’s territory last night by regular air defense systems (ADS). Almost half of them — 49 — were over the Volgograd region, and about a third — 29 — were over the Rostov region. Drones were also “intercepted” over the Saratov, Astrakhan, Bryansk, Belgorod, Voronezh, Kursk, and Tula regions, as well as over Tatarstan, Kalmykia, and North Ossetia.
Ukraine began systematically striking Russian oil refineries and other oil industry facilities in August 2025. According to Bloomberg estimates, Ukrainian forces carried out 120 attacks last year alone. Against this backdrop, pipeline oil supplies to Russian refineries fell to a 15-year low. At the same time, total oil refining in Russia in 2025 decreased by 1.7% to 262.3 million tons. As a result, according to estimates by insurance broker Mains, Russian oil companies suffered losses of more than 1 trillion rubles.
