Ukrainian men abroad will not be able to receive consular services: what is the reason?

Since November 2025, Ukrainian men of conscription age who live abroad and have not updated their data at the territorial recruitment centers have lost the opportunity to receive consular services. In particular, it concerns the issuance of a passport of a citizen of Ukraine and a foreign passport.

This was reported byChannel 24, "Komersant Ukrainian" reports.

Such changes are in force in accordance with the law, which obliges persons liable for military service to update their credentials within 60 days after the law comes into force.

Who is affected by the restriction and how the mechanism will work

The restriction applies to men between the ages of 25 and 60 who have not updated their military records.

Those who fail to comply with the requirement may face not only a denial of consular services, but also a “Wanted ” mark in the military register.

To remove such a mark, you need to pay a fine and contact the TCC by phone or email.

New rules for 17-year-olds

At the same time, draft law No. 12076 came into force, changing the rules for military registration:

  • young men are now registered in the year they turn 17 (from January 1 to July 31),
  • without undergoing a military medical examination.

Since November 1, Ukraine has also updated the rules for applying for a deferment from mobilization, which can now be applied for online or through the ASC.

The new rules complicate opportunities for men of conscription age who have moved abroad and do not keep in touch with Ukrainian structures. The state seeks to systematize military registration, ensuring the same requirements for those in Ukraine and abroad.
