Ukrainian drones strike Rosneft’s largest refinery for the second time in a month

On the night of November 15, Ukraine attacked the Ryazan region with dozens of drones, and the Russian Defense Ministry reported “intercepting” 25 drones in the region. As a result, the wreckage of the downed UAVs fell “on the territory of one enterprise,” after which a fire broke out there, Ryazan Governor Pavel Malkov said, "Komersant Ukrainian" reports, citing Russian propaganda media.
“According to preliminary information, there are no casualties, material damage is being assessed. Operational services are working at the scene,” the head of the region wrote.
According to the media, which cites eyewitness reports and videos, the Ryazan Oil Refinery, which supplies fuel to the Moscow region, was hit.
According to Andriy Kovalenko, head of the Center for Countering Disinformation at the National Security and Defense Council of Ukraine, the attacked Ryazan refinery will “stop working” following the Saratov refinery, which was attacked by the Ukrainian armed forces the day before – for the second time in a week.
The Ryazan refinery is Rosneft’s largest plant, which in 2024 processed 13.1 million tons of raw materials and provided 5% of the total refinery capacity in Russia. Prior to that, the company was attacked in late October, after which it suspended a quarter of its capacity.
