Ukrainian seafarers demand to stop a new wave of corruption in seafarers’ certification

Ukrainian seafarers have recorded a video message in which they talked about the government’s setting the price for issuing a Ukrainian seafarer’s identity card abroad at $1,000, which is 20 times higher than a similar document in the European Union.

This was reported by "Komersant Ukrainian" with reference to the press service of the Ukrainian Seafarers’ Association.

The seafarers also reported on the government’s plans to amend Resolution No. 1499 of the Cabinet of Ministers of Ukraine, according to which seafarers will no longer be able to prove their identity to obtain work documents with foreign or domestic passports.

Thus, according to the Ukrainian seafarers, the authorities want to force thousands of seafarers to urgently obtain a Ukrainian seafarer’s identity card at the above-mentioned fantastic price.

The seafarers recorded their appeal while they were in different parts of the world: in the Ukrainian city of Odesa, in the ports of Brazil, Singapore, European countries, off the coast of Jamaica, the East Coast of North America, the West Coast of Canada, and even off Antarctica.

At the same time, in October 2025, a documentary history of the struggle of Ukrainian seafarers in the period from 2020 to 2023 against corruption in the field of seafarers’ certification, amounting to millions of dollars a year, was presented:
