Ukrainian military-industrial complex is almost entirely private, state share is less than 15% – expert

Ukraine’s military-industrial complex (MIC) has undergone a large-scale modernization and now operates mainly on a private basis. This was stated by political analyst Ihor Chalenko in an interview for the Kommersant Ukrainian YouTube channel.
“We haven’t even realized how much the current war has modernized the Ukrainian military-industrial complex. The state’s share in this sector is less than 13%, the rest is owned by private companies,” the expert said.
According to Chalenko, such decentralization has allowed for a quick response to the needs of the frontline and ensured effective weapons upgrades. He emphasized that the state should create the necessary conditions for the development of the industry, from tax benefits to proper support for employees.
The expert also noted the importance of the Defense City initiative and the introduction of grant funding for defense startups.
“The market has started to live by itself. And it is right that the state has opened arms exports, albeit in a controlled manner. We can not only sell drones or equipment, but also export experience and specialists – in fact, export security,” Chalenko emphasized.
The political analyst added that after the war is over, the defense industry will remain one of the key drivers of the Ukrainian economy.
