Ukrainian drone manufacturer Vampire is the first resident of Defense City

The Ministry of Defense has granted the status of the first resident of Defence City to one of the largest drone manufacturing companies in Ukraine, a manufacturer of Vampire and Shrike drones and Shahed interceptors.
This was reported by the press service of the Ministry of Defense, "Komersant Ukrainian" reports.
Defence City is a state policy to create favorable conditions for scaling up defense production, attracting investment and developing the Ukrainian defense industry.
Residents of the new legal regime receive tools for production development:
- exemption from corporate income tax subject to reinvestment in development;
- exemption from land, property and environmental taxes;
- simplified customs procedures;
- special guarantees of information protection and confidentiality of company data during the regime;
- state support for relocation and increased security of production facilities, if necessary.
In addition, as of December 31, 2025, the NBU eased a number of currency restrictions to support the defense industry as part of the launch of the Defence City legal regime.
Vampire drones were developed in 2022 by the Ukrainian company SkyFall.
To join Defence City, a company must submit an application for resident status and the required package of documents to the Ministry of Defense, including proof of compliance with legal requirements and participation in defense contracts.
The documents can be submitted electronically with a qualified electronic signature or by mail. After review, the Ministry of Defense makes a decision, and if the result is positive, the company is included in the Defence City resident register.
