Ukrainians will receive UAH 900 to buy books

President of Ukraine Volodymyr Zelenskyy has signed Bill No. 11251 on stimulating the development of Ukrainian book publishing and distribution. The document provides Ukrainians with certificates for the purchase of books. This is reported on the website of the Verkhovna Rada of Ukraine, "Komersant Ukrainian" reports

According to the law, the following will be able to receive book certificates worth UAH 908

  • ukrainian citizens who have reached the age of 18;
  • after the termination of martial law, one of the parents after the birth of a child.

This money will be credited to accounts used in a special mode through the Unified Portal of Public Services, i.e. through Diia. For this purpose, a special service called eBook should be available.

And it will be available for 1 year.

“So, this year, Ukrainians who turn 18 from 1 January 2024 will receive a certificate in Diia for UAH 908 for electronic / paper / audio / books for the visually impaired,”

commented Yevheniia Kravchuk, Deputy Head of the Committee.

According to her, the money allocated from the accounts of our youth will be used to support Ukrainian publishers.

“According to preliminary estimates, publishers will be able to publish an additional 1.5-2 million copies for this money,” she added,

– she added.

Oleksandra Koval, director of the Ukrainian Book Institute, noted that certain legal formalities still need to be completed to implement the law.

“There will be financial assistance for the purchase of books for 18-year-olds. The president has signed the law. There are only formalities left: A CMU resolution defining the procedure for providing assistance and amending the procedure for using the UIC funds. And then the UAH 370 million allocated in the budget for this programme will be transferred from the cards of the lucky 18-year-olds who will receive books in the Ukrainian language of their choice to the accounts of Ukrainian publishers, who will use these funds to publish an additional 1.5-2 million copies,”

– she added.

The law also sets out the procedure for granting subsidies. The state subsidy is provided in the amount of the rent paid for the quarter, but the amount of the state subsidy cannot exceed: 20 per cent of the total cost of book publishing products sold by the distributor of book publishing products through a specialised bookstore located in the leased object.
