Ukrposhta signed a transportation contract worth UAH 298 million with errors in the estimate: details

On January 28, following the results of a tender, JSC Ukrposhta ordered international cargo transportation services from Nordi LLC for UAH 298.29 million.
This was reported in the Prozorro system, according to "Komersant Ukrainian" with reference to “Nashi Hroshi. “
This year, they ordered the transportation of cargo by trucks weighing 20 tons and 2.8 tons. The company must brand vehicles from 2.8 tons and 80% of semi-trailers to 20-ton vehicles in the corporate style of Ukrposhta at its own expense. The delivery time must not exceed 96 hours from the date of loading.
Transportation prices for routes have not changed significantly compared to 2024-2025: some routes have remained at last year’s prices, while others have increased by a few percent, which is comparable to the rise in fuel prices and inflation.
The price of additional mileage outside the route for 20-ton vehicles has increased by 16%: it now costs UAH 45, compared to UAH 38 in 2025. For 2.8-ton vehicles, the price has remained at UAH 20, the same as last year.
In 2024, additional mileage was calculated equally – at UAH 0.1.
The costs of customs clearance, unloading, and loading for 20-ton vehicles have increased by a third: currently, they are 20,000 UAH, while in 2025, they will be 15,000 UAH. For 2.8-ton vehicles, the price has not changed – 3,000 UAH.
At the same time, in 2024, these costs included UAH 33,000 and UAH 1, respectively.
The contract specifications contain incorrect amounts for two items. Customs clearance, unloading, and loading costs for a 2.8-ton truck were ordered in the amount of 100 services at UAH 3,000 each. This amounts to UAH 300,000, not UAH 1.00 million. Transportation from Kyiv to Chisinau (Moldova) for a 20-ton vehicle was ordered in the amount of 120 services at UAH 46,000. This amounts to UAH 5.52 million, not UAH 5.76 million.

If we add up the amounts specified in the specification for all items, the contract value will be 298.99 million UAH, and if we multiply the number of services by the price per service, it will be 298.05 million UAH. However, at the end of the specification and in the electronic field of the contract value, the amount of 298.29 million UAH is indicated.
The company received the contract without competition because no one else participated in the open tender.
The State Audit Service began monitoring on the basis of the signs of violation of the law it had identified.
Nordi, based in Lutsk, is owned by Volyn entrepreneurs Olena and Serhiy Vitiuk. It has been receiving all such contracts from Ukrposhta since 2024. Prior to that, during the large-scale invasion, Ukrposhta ordered international transportation exclusively from FOP Vitiuk Olena Ivanivna.
