Government prepares to increase excise duty on tobacco products – Zheleznyak

The Cabinet of Ministers of Ukraine plans to increase the excise tax on tobacco products from 1 July 2024. This was announced by Ukrainian MP Yaroslav Zheleznyak, Kommersant Ukrainian reports ![]()
According to the MP, a small increase in rates is expected from 1 July, but the transition from hryvnia to euro rates is expected.
“According to the calculations of the Ministry of Finance, this will bring about UAH 621 million in 2025, UAH 5,000 million in 2026, UAH 9,379 million in 2027, and UAH 13,853 million in 2028,”
– zheleznyak wrote.
This is supposedly a gradual transition to the EU rules on excise taxation of tobacco products. In the EU, the excise tax rate on tobacco is at least EUR 90 per 1000 cigarettes. In Ukraine, this figure is 60 euros.
