Government prepares accounting changes to simplify business life: details

Businesses may have their certificates of completion canceled. This was announced on September 30 by Danylo Hetmantsev , chairman of the Verkhovna Rada’s Finance Committee, on his Telegram channel, "Komersant Ukrainian" reports.

The relevant committee supported the draft law No. 14023 on amendments to Article 9 of the Law of Ukraine “On Accounting and Financial Reporting in Ukraine” to simplify the execution of primary documents for the provision of services.

The purpose of the initiative is to give business entities the right to provide for a simplified procedure for the execution of primary documents for the provision of services in the contract,” explained Hetmantsev.

He added that the document was prepared at the request of business to simplify document flow.

What the draft law says

The draft law was submitted to the Parliament by Danylo Hetmantsev on September 8, 2025.

He emphasized that Article 9 of the Law “On Accounting and Financial Reporting” currently obliges companies to draw up acceptance certificates with the signatures of both parties, even if the service has already been fully paid for by bank transfer. This creates an unnecessary burden for small and medium-sized businesses, especially those engaged in e-commerce or automated services. In addition, the procedure often generates formal errors that do not affect the transaction itself but complicate the work of accountants.

The new draft law proposes to allow companies to agree in the contract to draw up a certificate of services rendered with the signature of the contractor only. This procedure will be applied only when the customer has already paid for the service in full in non-cash form. At the same time, the current requirements for the signatures of both parties remain in effect for transactions financed from the budget.

The author of the initiative emphasized that it is not an obligation but a right for businesses to choose how to execute documents. This will give companies more flexibility and save time on paperwork.

The explanatory note also states that this step will reduce administrative pressure on business, increase the efficiency of internal processes, and bring Ukrainian legislation closer to modern digital practices. In addition, the adoption of the law will not require additional costs from the state or local budgets.

The new rules are expected to help avoid misunderstandings between businesses and regulatory authorities, reduce the number of formal disputes and create more favorable conditions for investment in Ukraine.
