Government wants to create a register of schoolchildren abroad

The Cabinet of Ministers of Ukraine is considering creating a unified electronic record of Ukrainian secondary school students abroad. This was discussed during a special meeting chaired by Vice Prime Minister Iryna Vereshchuk, Komersant ukrainskyi https://www.komersant.info/ citing the press service of the Ministry of Reintegration.

The ministry cites the International Ukrainian School (IUS) as an example, a licensed state school with distance learning, where you can get an education even from abroad. Documents for admission can be sent by post.

The meeting participants suggested that MUS should be allowed to accept students’ personal files electronically, and that appropriate explanations should be developed.

It was also stressed that the IUS should become an educational centre that will accumulate all cooperation with Ukrainian schools abroad.

However, as a systemic solution for all students abroad, the possibility of introducing a unified electronic record is being considered.

Ukrainian children abroad

According to Eurostat, as of 31 October 2023, 4.24 million people who fled Ukraine due to the full-scale Russian invasion were granted temporary protection in the European Union. One third of them are children (33.4%).

In total, according to the UN, there are 6.33 million Ukrainians abroad. The Education Ombudsman of Ukraine concludes that about 2.1 million Ukrainian children are currently abroad, of whom more than a million are of school age. That is, one in four Ukrainian schoolchildren is abroad. From 24 February 2022 to 12 December 2023, 831,431 Ukrainian students were integrated into EU schools.

These statistics do not include children deported by Russia to Russia. The Ukrainian side estimates that there may be 200-300 thousand abducted Ukrainian children. These estimates are approximate, as we are talking about children from the occupied territories and information about them is collected in a variety of ways. However, the Ukrainian side has absolutely accurate data on abductions, including personal data, on 19,546 children.
