The Government has transferred adoption powers to village and town councils

Soon, village and town councils will be responsible for adoption instead of district state administrations. The Cabinet of Ministers has made the decision, which will come into force within 30 days, according to the Ministry of Social Policy, "Komersant Ukrainian" reports.
“Adoption powers will be exercised by village and town councils instead of district state administrations. Such changes were made to the Family Code, and therefore, by the government’s decision, the procedures approved by resolutions No. 866 and No. 905 were brought into line with it,” the statement said.
Questionnaires of children who can be adopted and personal files of candidates for adoptive parents will be transferred from district services for children to the relevant services of village and township councils.
If the candidate is already in the process of adoption, the case will be handled by the children’s service where the child’s profile is stored: the district service – if the transfer of documents has not yet taken place; the community service – if the profile has already been transferred.
The State Service of Ukraine for Children is responsible for monitoring the observance of the rights of candidates for adoption and children in need of adoption and coordinating the transfer of authority.
Earlier, the government, on the proposal of the Ministry of Social Policy, decided to introduce pre-adoption guardianship, which allows adoptive parents to take a child into a family before a court decision.
