The government strengthens protection for energy producers: what has changed

The Cabinet of Ministers of Ukraine has adopted a decision that expands the possibilities for reserving employees for companies that manufacture and repair transformer equipment, according to Komersant.
From now on, such companies will be able to reserve 100% of their employees who are subject to military service, which should ensure the continuous operation of the industry in the context of the energy emergency.
The decision was made against the backdrop of ongoing attacks on energy infrastructure and a shortage of highly specialized professionals.
Who is affected by the new rule
This applies to companies that:
- manufacture transformers and other energy equipment;
- repair and restore damaged transformers;
- are directly involved in dealing with the aftermath of accidents and shelling at energy facilities.
These companies play a key role in quickly restoring power supply after damage.
What else has the government simplified
In addition to expanding the scope of reservations, the government has reduced the number of criteria by which a company can obtain critical importance status:
- now two criteria are sufficient instead of three.
This should simplify the procedure and reduce the time required to obtain the status that entitles a company to reserve personnel.
Why this decision was made now
Ukraine’s energy sector remains one of the main targets of Russian attacks. The restoration of damaged substations and power lines often depends on dozens of specialized engineers who are difficult or impossible to replace quickly.
The government explains that the loss of even a few key specialists can significantly slow down repair work, which directly affects the stability of electricity supply for millions of consumers.
Potential consequences of the decision
The new rules are expected to:
- reduce the risk of energy equipment production stoppages;
- speed up the restoration of destroyed energy facilities;
- allow companies to retain highly qualified personnel in Ukraine.
At the same time, the decision emphasizes the priority of energy security in wartime, when human resources remain limited.
