The government proposes to expand the list of students and teachers who are not subject to mobilization. Who will be affected?

The Cabinet of Ministers proposes to expand the list of students and teachers who can receive deferrals from military service during mobilization.
This was announced by the government’s representative in the Verkhovna Rada Taras Melnychuk, "Komersant Ukrainian" reports.
The government has approved a bill to amend Article 23 of the Law of Ukraine “On Mobilization Preparation and Mobilization” regarding the rights of students and teachers. The bill is now to be submitted to the Verkhovna Rada for consideration.
It is proposed to exempt from mobilization:
- vocational school and college students who entered no later than one year before reaching the maximum conscription age (25 years);
- university students who are studying for the first time;
- doctoral students, interns and resident doctors who are studying for the first time;
- researchers, academic and teaching staff working in higher education, vocational, general secondary and out-of-school education institutions and research institutions. If they worked there before January 1, 2025, and this is their main place of work with a workload that is not less than 0.75 full-time equivalent.
Deferment for students and teachers
Students of vocational, professional higher education, interns and doctoral students, as well as teachers, may receive a deferment from mobilization, in accordance with the Law of Ukraine “On Mobilization Preparation and Mobilization” and the Procedure for Conscription of Citizens for Military Service during Mobilization, for a special period.
In particular, students of vocational, professional higher and higher education institutions, interns and doctoral students will receive a deferral for the entire semester, but not more than six months (September-February and March-August).
Research and teaching staff who have a scientific degree, as well as teaching staff of various educational institutions, have a deferral until the end of the academic year (if employed permanently, for 12 months per year).
